WHAT:
Dr. Philippe Douste-Blazy, undersecretary general of the United Nations, will discuss creative financing approaches to saving lives in developing countries devastated by AIDS and civil war, particularly in Africa. The lecture is hosted by the UCLA Program in Global Health at the David Geffen School of Medicine.

WHO:
Widely regarded as one of the world's foremost experts on innovative financing, Douste-Blazy initiated a 1-euro tax on European airline tickets in 2006 that has raised $2 billion to treat children with AIDS. Future possibilities for raising funds include a tax on foreign-exchange transactions between banks and a tobacco tax.
Douste-Blazy is chairman of UNITAID, a global partnership established by the UN and based at the World Health Organization. Its mission is to negotiate low prices for drugs for AIDS, malaria and tuberculosis and to fund their distribution to the world's poorest people.
