State-funded programs and services
California Children’s Services (CCS)
CCS offers diagnosis, treatment and case management for children under 21 with certain medical conditions.
To apply:
- Complete the CCS application (English [PDF] or Spanish [PDF]).
- Submit the application to your county CCS office.
Children age 3 to 17 and adults
The California Department of Developmental Services offers regional centers to assess and diagnose developmental disabilities. Eligible patients must have a disability that begins before their 18th birthday that’s expected to continue indefinitely.
You don’t need a referral for these services. Contact your regional center to apply.
Early Start (birth to 3 years)
The Early Start (ES) program is a California service for infants and toddlers with known developmental delays or a risk for them. Anyone can refer your child to a regional center, including you.
